He's not reverse engineering anything. Instead he is in the process of writing an engine which supports certain rendering techniques needed for rendering the levels and objects the original games came with. Of course, you don't need to download and play it, if your think anything spooky is going on....

The error means that make doesn't know where the actual compiler is. Either you haven't got it installed, or as you said your env. is miscoo figured. Try and find/follow a basic howto on gettin mingw setup in windows, and try to make/compile something simple first. I'm sure you'll find something, or...
